The 20-day clock. New residents must apply for a Pennsylvania title and registration within 20 days of establishing residency, and the out-of-state title is surrendered when you do [PennDOT]. You need Pennsylvania identification to register, and although you have 60 days to get a Pennsylvania driver's license, most people do the license first so the registration can follow. Once registered, the car must pass a Pennsylvania safety inspection within 10 days [PennDOT]. If you are shipping the car to arrive after you do, start the license and title paperwork before delivery so the inspection is the only thing left.
Emissions and equipment. Emissions inspections are required in 25 of Pennsylvania's 67 counties, which covers Philadelphia, Pittsburgh, the Lehigh Valley, Harrisburg, Lancaster and York [PA DEP]. Window tint on the front side windows must let through at least 70 percent of light, which matters if the car was tinted for Arizona or Florida sun [PA Vehicle Code]. Minimum liability coverage is 15/30/5, plus $5,000 in first-party medical benefits, and you will need a Pennsylvania policy in place to register [PA Insurance Department].
Before the car ships. Remove your E-ZPass transponder: Pennsylvania's Turnpike is cashless and a transponder left in the car will be billed for every gantry the carrier passes. Wash the car so the pickup inspection photos show real paint and not road film. Keep the tank at a quarter or less. If the car is arriving between December and February, have winter tires or all-seasons fitted where it is, because the Turnpike, I-80 and the Erie corridor are treated with salt and brine and the first drive home will be on them.
